Purpose

Add a README in the .buildkite/ folder which explains each of the pipelines, including where they run, how long they run for, where to find configs, what type of runs are in them, what the goal of each is, and other similar notes.

Also does some misc. cleanup I noticed along the way.

Thanks! I think this is very helpful. I only looked at the AMIP and nightly AMIP sections, but can take a look at the rest if needed.
