- Remove package compat entries in project.toml.
- Make Julia version strict in compat (1.10.1).
- Allow negative rates in regnets.
- Update CI
… version. Update CI to Julia 1.10. Fix spurious error in parsing regnets. Make regnet parsing robust for numbers-in-strings as intial values.
