Stop generating Python 2 markers for dependency updates

What does this PR do?

Before

We generate a dependency pin with markers for both python 2 and python 3.

After

We don't include a 2 vs 3 Python marker. Markers for specific versions of Py3 which come from pyproject.toml files are not affected.

Motivation

Need the bot to work again.
