    - A child node of towny.command.town.claim.*.
    - Negate this node to stop towns claiming multiple plots at once,
ie: with /t claim auto.
* Simplify nationLeave variable.

* Clean up nation join and add into a more complete system where all
requirements are tested for.

* Spruce up nationDelete

* New Nation code

* Show the lose-residents warning before they confirm leaving the nation.

* Remove potential case where someone was only revoking invites and not
adding new invites, then being show no valid names message.

* Add methods to Town and TownUtil to get max residents without a nation.
scenarios when towns might join/create nations when they shouldn't.
