Cypress is failing because uploads are failing in this review app deployment due to denied access.

@JasonLin0991 I think this has to do with the lambda layer PR I landed last night. Looks like av definitions aren't updating properly, which isn't a problem in our regular dev/val/prod because the definitions already exist there, but in new PRs there is a missing libcurl lib that is causing definitions to not be downloaded.

I'll open a bug ticket and get that fixed!

We fixed the avscan missing virus definitions error in another PR. This passes now.
