Initial Windows Prerelease.

This is a prerelease for Windows 64-bit only. Later these releases shall be automated with actions.

Note: I'd like to offer a framework-dependent and a standalone version. Most of the time the framework-dependent version is preferred, but in case of bugs a switch is possible.
