Windows x64 Release

Changes:
-You can now build BIG4 and BIGF Archives. (You can find this in the Experimental section.)
-Packer + packer UI code cleanup.
-Wrote UI code for building Big4 archives directly through the menus. (right click inside listviews for options).
-Now builds the .bh (Big Header) file when you build Big4 or BigF archives.
-Now has packer options under the "Build Settings" tab.
-You can now select between 32 or 64 bit name hashing when building .bh
-Improved UI layout from 0.0.9.0
-Fixed bug where you couldn't pack empty files.
