Update RFG to 1.3.26 (#242)

- Bumps the RFG version
- Swaps the ic2 maven order because maven2 has been more alive recently, this saves ~10s on all gradle operations (I was planning on using a better method for this but turns out my helper in rfg is currently not working)
- RFG now uses forge's original scala library versions, manually bump to 2.11.5 to support jvm target 1.8 - tested with opencomputers
