Rebalance DSS + Proto-Halkonite

Proto-Halkonite:

• Slashes the Vac Freezer duration by 10x (this proved to be extremely slow; I think this kind of vac scaling should be reserved for Exo-Halkonite where power is more readily available)
• Decreases the super coolant volume to 4 * partValue rather than 10 * partValue (just to reduce volume a bit)
• Uses 1/4th the Dimensionally Shifted Superfluid (see image)
  

Dimensionally Shifted Superfluid:
Fairly thoroughly rebalances their recipes, so I will just list how it works with this PR:

• Crude recipe was moved to Prosaic, with Metastable halved and Celestial only 2/3rds the cost. Also halved the duration
• Resplendent recipe now only scales the Grade 8 + Baryonic, leaving the Super Heavy Radox, Metastable, and Celestial the same as the previous recipe, but still outputting 4x the yield
• NEW: Exotic recipe, doubles cost across the board but outputs 3x the fluid
• NEW: Stellar recipe, quadruples Water, Baryonic, and Radox, doubles Metastable and Celestial, outputs 4x the yield. 7.5s UXV instead of 30s UMV
