This PR tries to fix two problems.
Stocking Input Hatch(ME) does not work as Heat Exchanger's hot fluid input hatch. GT-New-Horizons-Modpack#17419
Incorrect consumption of distilled water in Extreme Heat Exchanger via the Stocking Input Hatch GT-New-Horizons-Modpack#16954
This PR add missing 'startRecipeProcessing' & 'endRecipeProcessing' method calls back
and make Stocking Input Hatch(ME) work properly with Heat Exchanger.
