  • Add Bicep files that describe the Infrastructure
  • Add Parameters file. Some of them needs to be moved to Variables/secrets
  • Update Readme
  • Make deploy manual step. Later it will be changed to automatically

Fix Azure Function

- Update Workflow for  infrastructure. Now it should deploy bicep code
- Though changes in bicep it a quite small
- Add explanation of Infrastructure, but didn't finished
- All attention to Isolated Azure Function. As it now a main target
- Start changing RSS string to stream, because string always return UTF-16 and broke Russian language's symbols
- Update dependencies

Completely changed String to Stream.
