A script that converts JSON exported contact list from Telegram to an importable CSV file and VCF file. Simply put the result.json that exported by Telegram next to the TeleExport script/executable and run that.
For exporting telegram contacts list follow these steps:

Download the TeleExport.exe

Go to Settings page of a desktop-based Telegram and select Advanced
- Go to Export Telegram Data section
- Uncheck all checkboxes except Contact List and select Machine-Readable JSON at the bottom of form
- After the exportation ends, click on SHOW MY DATA button to open exported files directory
- Now, put the TeleExport.exe next to the result.json and run it. In few seconds a CSV and VCF file will be generated
