feat: update flutter to v3.24

修复了两个升级阻碍问题：

1. Linux 上无法启动 ：The example crashes on linux with flutter 3.22 leanflutter/window_manager#460
2. Windows 托盘菜单无法点击：fix(windows): Prevent other plugins from handling WM_COMMAND message.fixes llfbandit/app_links#179
