Updated dependency versions

This release did not change any code, but updates dependency versions and also adds a makefile and a conda environment description to ease further development.

Tool is now tested on files from cryoSPARC

Only the README changed, no code was changed.

Fool-proof command-line

The command now does the correct thing regardless of the order in which MRC files are passed (it detects which one is the mask and which one is the local resolution map).
