This libraries are not used outside of the pre-commit process. In order to avoid confusion about the version being used, they're now only installed by by pre-commit, and the version information will only live in .pre-commit-config.yaml.

I also removed extraneous config files that were related--Travis, SonarCloud, pylint and jenkins.
