Support ReadOnlySequence<byte> type on Send methods:

for both TEXT and BINARY websocket message types
Handle ReadOnlyMemory<byte> type (internally for now)
may have performance benefits to read memory block by block on large sequences (multiple segments)


          Support ReadOnlySequence type
