Add SMI, MSA, Metro Status

Pull Request Description

Added 3 new tsvs to support @SinounPhoung's socio-demographically differentiated Stochastic Occupant Schedule integration into ResStock:

• Metropolitan and Micropolitan Statistical Area.tsv in spatial/tsv_maker.py (county-MSA crosswalk comes from Bureau of Labor Stats: https://www.bls.gov/cew/classifications/areas/county-msa-csa-crosswalk.htm)
• County Metro Status.tsv (based on MSA)
• State Metro Median Income.tsv in pums2019_5yr/tsv_maker.py (State Metro Median Income, coined differently than State Median Income, measures household income level against the Income Limit for each state while distinguishing between Metro and Nonmetro regions). Uses 2019 State Income Limits from HUD for metro and nonmetro.
