This supersedes #150 and is intended to work around #147.

@bmoyles, @pas256, @bunjiboys, @viglesiasce - it would be great if you can try this in your environment.

I just spun this up on a brand new clean machine, and was able to install and aminate using the pbr branch just fine.

Same here, quick and dirty test on a clean instance came up no problem.
