[PR] Revamp sec scraper backend

Changes

Move meter lookup table into automated-jobs repo to simplify future maintenance.

Tests

Tested on

• Local webscraper test (Run energy dashboard backend on http://localhost:3000, test upload with automated-jobs webscraper pointed at port 3000)
• Local website test (Run energy dashboard frontend on http://localhost:8080 while energy dashboard backend is also running locally, check OSU Operations for a solar meters building example)
• Checked that data was uploaded as expected in local test, in MySQL database

Misc

• note to self: With current implementation, must keep meters 123, 124 with name "Solar_Meters" in SQL database for now
