Adding a case for Mod_AmbWind =3
See PR at OpenFAST/openfast#1727 for details on what changed
Very slight changes in some of the StC motions.
This update was required after fixing the BD initial strain issue.
Test case for Mod_AmbWind =3
Minor updates to ModAmbWind=3 test case so it runs in CI
See OpenFAST PR 1815 for the changes
Main (3.5.1) to dev
Not porting over some files (.out, .log) from dev

After the 3.5.1 release, the
mainbranch (3.5.1) was mered todevwith #113. This PR propagates the changes todev-unstable-pointers.This goes with PR OpenFAST/openfast#1838
