After the delivery of NY, as planned, the half sign-up does not work because it requires a ZIP code. However, even though the half-sign-up is inactive, the voting booth remains inaccessible, and an error "You are not authorized to perform this action" appears. Additionally, even if the half sign-up is disabled, I seem to be logged out every time I try to enter the voting booth. I wonder if these issues are related to the fact that it's a slightly older version of the middleware.
This PR reverts to the previous version of half signup in order to be able to use the staging platform until the new version is compatible with ZIP code.
