Description of Changes

But only for local memory sources (not targets), it causes issues with upscaling otherwise.

Rationale behind Changes

Less GPU load.

Suggested Testing Steps

Test capcom games (e.g. #5851). I've checked the dumps in that thread, they seem okay.
