- Add no-subnet-validation zpkg that disables the checking that the client is
  in the same subnet as the host before allowing them to write fields
- Move PCAP.BITS fields and all bits status into a Bits Table
- Move pos Capture, Scale, Offset and Units into a Positions Table
- Persist Labels to the TCP server
- Add and publish a variable polling rate based on how loaded the system is
