Private key export is a feature requested by developers and provider caching slightly decreases request load on the RPC.
Also removed "runtime" permission from manifest.json
In addition, this PR adds an 'Advanced' tab to the send page which allows the user to customize the nonce, gas limit, max fee, and max priority fee (miner tip).
