✔️Added Cookie popup to StarConnect!

issue closes #713

I have created a custom cookie consent popup in the website

• followed the website theme
• made sure it applies to both light and dark mode
• made sure it doesn't overlap with the scroll to top button
• added "learn more" button to redirect user to the privacypolicy page
• on clicking accept cookies, popup will be hidden.
