Introduces the on_disk policy class for simulator that serialize unused time layers to free up RAM, deserializing them when reading/writing is necessary. Applies to population size, forward flow and backward flow quantities. Should make Open Science Grid computations much more efficient by running jobs on a much more wider set of nodes.
