Github actions setup where pushing to dev branch on managementportal triggers downstream projects to build and run tests against the newly pushed docker image

downstream testing runs after a push to dev for MP, and if the PR is marked ready for review

Let me know if the altered docker setup is a problem, I did not want to copy the configurations every time.
