Update dependencies and make use of thread_local

This PR updates the js-sys and wasm-bindgen dependencies and uses thread_local to make it compile again.

@RReverser I'll give it a shot, I need the other dependencies up do date because of other crates.

BTW, while I was doing this, I noticed that Contributing.md still references a CLA, since this is no longer a google project, I think you probably dont need that around any longer?
