The next version of the toolchain in mainline will be 1.71 [1], thus upgrade it here too (with the extra alloc bits and few fixes, as usual).

This also aligns all branches to a single Rust version (for e.g. KernelCI/0-Day purposes).

Upgrade the Rust toolchain from 1.70.0 to 1.71.0, to match
the upcoming upgrade to mainline and thus reduce the differences.
