Forum Release

This revision cleans some things up and releases the Readme file to the forums for more exposure to the community.
Most of these changes are cosmetic and have little or no change in the functional code base of the template.

Use the new list test

This version switches to the new list test made available in HA 2021.11.0.

Minimum version of Home Assistant to use this tool is now 2023.11.0.
