# Existing Resources #

## Albemarle County Sources ##

* [Current Complaint Submission Form](http://www.rivanna-stormwater.org/idde_report.htm) for suspected illicit discharge
* Currently this doesn't address the need for easy tools for
* high quality reports
* more reports
* more citizen involvement / public attention given to the issue.
* [definition of what constitutes illicit discharge](https://www.albemarle.org/department.asp?department=water&relpage=4257)
* plus [more info from Williamsburg](http://www.williamsburgva.gov/government/department-i-z/public-works-and-utilities/stormwater-management/illicit-dumping-into-stormdrains)
* they accept reports by email or phone

## Apps ##

### Water Specific ###

* [Muddy Water Watch](http://www.muddywaterwatch.com/)
* used in North Carolina
* app for [Apple](https://itunes.apple.com/us/app/muddy-waters-watch/id1092256794?mt=8&ign-mpt=uo%3D4) and [Google](https://play.google.com/store/apps/details?id=com.statcrew.muddywaterwatch&utm_source=global_co&utm_medium=prtnr&utm_content=Mar2515&utm_campaign=PartBadge&pcampaignid=MKT-Other-global-all-co-prtnr-py-PartBadge-Mar2515-1)
* searchable online [list of reports](http://www.muddywaterwatch.com/incident_reports)
* [map](http://www.muddywaterwatch.com/incident_reports/map_view) of report locations
* [ArcGIS for Water](http://solutions.arcgis.com/utilities/water/help/illicit-discharge-trace/)
* Used to trace sources of identified pollution
* CSV export from custom webapp
* [Marine Defenders](http://www.marinedefenders.com/oilpollutionfacts/illegal.php)
* primarily New Jersey scope, but can be used elsewhere
* only an [Apple](http://itunes.apple.com/us/app/marine-defenders/id540964894?mt=8&ls=1) app
* reports sent to [National Response Center](http://nrc.uscg.mil/)
* good [report map](http://www.marinedefenders.com/mapping/)
* [lots](http://www.marinedefenders.com/oilpollutionfacts/toxin.php) of [education](http://www.marinedefenders.com/marinedebrisfacts/index.php) [resources](http://www.marinedefenders.com/marinedebrisfacts/index.php)
* [Creekwatch](https://www.scientificamerican.com/citizen-science/creek-watch/) lets people take a pictures of watershed and data is sent to IBM. Maybe can be used to spot erosion with quick user test before sending. Incentive program?
* [SWPPPTrack](http://www.stormwatersimplified.com/)
* generally available product
* designed for trusted agents (e.g. employees), but could be expanded to citizens
* note: the same app could be used by both county employees and citizens, just using different feature sets

### More General ###

* [TrashOut](https://www.trashout.ngo/mobile-app?hl=en)
* citizen reporting of illegal trash dumping
* global scope
* no governmental tie - purely public accountability
* excellent UI
* apps for [Windows](https://www.windowsphone.com/en-us/store/app/trashout/dc93925e-55ee-4208-89e1-0451048da240), [Apple](https://itunes.apple.com/en/app/trashout/id501471692), and [Google](https://play.google.com/store/apps/details?id=me.trashout)
* compiled [statistics](https://www.trashout.ngo/statistics) and ["TrashMap"](https://www.trashout.ngo/trashmap) with lots of reports in southern Maryland
* [Maryland DOE Integrated Report Water Quality Assesment Maps](http://www.mde.state.md.us/programs/Water/TMDL/Integrated303dReports/Pages/ImpairmentMaps.aspx_) can be a interesting way to gathering data, but more importantly, visualizing data.

# Ensuring Informed Input #

Thougts about how to help people understand the issues before submitting data/reports.

Also helps tackle the issue of "bettering" input and filtering input to most relevant data -- educated users give more useful data.

* Infographics
* Mandatory education
* [Example](https://www.zooniverse.org/projects/povich/milky-way-project/classify) of a project with good best practices

# Notes #

* Citizen-involved projects almost always do better / last longer when the users are given tangible results from their contributions
* Incentive system - maybe partnerships with local businesses, e.g. "report X number of positively identified spills and get $15 gift card to ___"
* possible reward for consistently accurate reports -- if a user's reports are verifiably high-quality and/or lead to more positive hits by inspectors, rewarding those users can encourage high-quality reports.
* Citizen Science Platforms can be a useful tool for learning how to best entice a community to participate, how to engage them, and how to shap the experience
