Bump tough-cookie and @treecg/actor-init-ldes-client

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [@treecg/actor-init-ldes-client](https://github.com/treecg/event-stream-client/tree/HEAD/packages/actor-init-ldes-client). These dependencies need to be updated together.

Updates `@treecg/actor-init-ldes-client` from 3.0.1 to 4.0.9
