1.19.3 future proofing with fabric.mod.json version

CHORE: Updated the "minecraft" version in fabric.mod.json from "*" to the correct version, as it should help making the process of uploading to Modrinth much easier(it reads from the fabric.mod.json(somehow idk how but it is amazing), and having it as "*" makes it select literally every version available)
