[TASK] Revise the conditions chapter

- Adjust indentations
- Adjust wording
- Move sentence about the basic TS syntax in an admonition to make more prominent
- Add references to more information where appropriate
- Remove list of available functions for request.getNormalizedParams() in favor of a link to the API to avoid duplications
- Rework siteLanguage section
