Moved to draft because I realized I needed to change the coordinator and participant to use it... I'm halfway through it, there is a bug somewhere that I need to fix |

I decided to not link Identifiers to users, since ideally the server shouldn't care (which will be more relevant after #251). We can figure out how to handle identifiers in #179
