This feature forces http://admin-shell.io/aasx/relationships onto an aasx while saving;
the assumption here is that there's no difference in content and only in url so it's a nonbreaking change

This is regarding admin-shell-io/temp-aasx-package-explorer#124. It supports reading .aasx files with either http://admin-shell.io/aasx/relationships or http://www.admin-shell.io/aasx/relationships.
When a file gets saved, it automatically uses http://admin-shell.io/aasx/relationships and replaces old relationship types.
