This release updates and expands the available documentation for QuatBot. It also splits off the user- from the developer-oriented documentation. A new executable, unrelated to the bot, has been added. qb-dumper can be used to fetch a log from a Matrix channel, e.g. if a meeting was run without the bot present (or the logs have otherwise been lost). Meeting logs are now always written with a 2-digit week number.
