Switches to 2-column layout, pointing to just the documentation and the Zendesk ticket count. Icinga no longer needs to be monitored, now that Puppet has been retired. Licensify was moved over to EKS and the email alert checks have also been moved over (in alphagov/govuk-helm-charts#1587), so there were no Icinga alerts remaining that were worth checking.
