Update openjdk testcases in playlist to skip FIPS tests.

- Added features to OpenJDK test cases to accommodate the following TESTFLAGS: FIPS140_2, FIPS140_3_OpenJCEPlusFIPS, FIPS140_3_OpenJCEPlusFIPS.FIPS140-3.
