README Windows Note and Webpack dependency for auth app #185

The command 'venv\Scripts\activate' works for Windows. I added a note for that in README under the section -> Getting Started -> 1. Checkout this project and create a virtual environment.

Webpack did not build a /dist folder in the Auth app. In auth/package.json only webpack-bundle-tracker was included. I added webpack@5.0.0 to dev dependencies so webpack would build the /dist folder needed.

This looks good @jcford2213 , thanks. I pushed an empty commit to trigger the build and test GitHub action. Once that completes I'll merge this.
