Description
This should upgrade most dependencies, including build dependencies.
This deprecates support for old versions of Node, and only supports 22 and newer.
Additionally, overrides an audit issue with cross spawn, and upgrades all git actions and pnpm files to 9.15.0.
Also, upgrades other dependencies appropriately, so I bumped it to 2.0.0 with all of these changes.
