Prevent Arches templates from overriding App templates

Types of changes

Description of Change

This fix #11686 ensured that Django admin templates do not trump template overrides by Arches. However, it inadvertently caused Arches templates to trump App overrides of Arches templates. This PR temporarily suspends the fix for #11668 until another solution is implemented.
