Bumps github.com/aws/aws-sdk-go from 1.44.209 to 1.47.11.

Minimum required version to support EKS Pod Identity authentication. Fixes #3039

@whynowy Is there a reason this was just outright closed? I really need the SDK updated for the reason stated in the referenced Issue. At this moment, I will have to run a forked version because of it.

Sorry, the automated dependency bot is kind of annoying, I sometimes directly close those failed PRs generated by it since anyways it would re-run later, and I didn't realize this is not generated by that.

I'll merge your PR, and fix the CI problems.
