Commands that are not fit enough into any special category.
Sends a help message if the command was in direct message or asks the user to contact the bot in personal message.
Sends the unique identifier of chat and user. If the command was sent as a reply to some other message, the user ID is of the user of that message. Otherwise user ID is of the person who sent the command.
