This PR uses the python asdf to test that reading in the
asdfversion of the reference files matches the data read in from theyamlversion. These tests currently reside in the asdf repository but have not been running for over 2 years. The goal of this PR is to move the tests here (with minimal changes) and future PRs can improve the comparison.xref asdf-format/asdf#1824 which removes the tests in asdf
