This pull request adds a build environment to rebuild the ui using docker. It uses the existing gulpfile.js to build the project. I had to revert to older jquery to get a successful build. This i'm thinking should be a starting point, but I believe the project should definitely strive to use more recent versions of jquery but that will require some debugging and rewriting of the existing jet sources.
