WIP, but should still be functional.
Currently, this doesn't work on ci.ros2.org. You can see a PR modifying CI to work with this PR here: ros2/ci#666.
A lazier way to create repos files than making them on your local machine. Just specify the distro, repository, and the branch name. Click Submit to go to a generated URL with a modified repos file.
