Description of changes:

• Fix: Addressed deployment issues and integrated ProjectSharedLibs Lambda Layer.

• Updated Makefile to correct syntax errors and properly define all targets and dependencies.

• Updated Python runtime to version 3.9 and Node.js runtime to version 18.x.

This commit resolves deployment errors and integrates the shared Lambda layer for seamless functionality.

- Replaced the 'yum install jq -y' command with 'npm install -g jq-cli-wrapper' to avoid needing superuser privileges during Amplify deployment.
- This change ensures that jq is installed correctly within the deployment environment without requiring root access.
- Modified Region from eu-west-1 to us-east-2 for alignment with stack and access key regions.
- Updated DeploymentBucketName
- Corrected StackId to match the new stack ARN in us-east-2.
- Changed AmplifyAppId to reflect the correct Amplify app ID.
- Modified Region from eu-west-1 to us-east-2 for alignment with stack and access key regions.

- Successfully linked ProjectSharedLibs Lambda Layer to required functions through AWS Management Console
- Updated Python runtime to version 3.9 and Node.js runtime to version 18.x
