[JDK21] Enable JVMTI tests

- StopThreadTest is fixed by eclipse-openj9/openj9#17806.
- PopFrameTest is fixed by eclipse-openj9/openj9#17809.
- GetSetLocalUnsuspended is fixed by eclipse-openj9/openj9#17829.
