Change to use npm instead of yarn in all layers
Use node 20.x in builds
Move varianceLayer to baseLayer; clean up imports in affected files and references in template.yaml
Fix Makefile commands in constantsLayer as there is no package.json in the file.
Clean up some outstanding references to old lambda paths
